Is it worth pre-ordering Metro 2039 (Deluxe) or not?

I’ve checked on Steam, in which it costs me 30,150₸ ($66) in my region while the same thing is $100 in the US for some reason. Although, it’s at a slight discount as of writing this. How much is it in your country? I mean, do you consider the price a rip off in where you live? (The figures will differ based on region).
